Spring ahead

Spring Street parking lot, one of the most convenient for tourists or shoppers in the downtown has, after many months of construction, finally reopened. The Amherst Farmers Market is still displaced, but the extra parking will come in handy--especially since this is "Homecoming Weekend" for UMass, the town's largest employer.

And exactly WHY is the DPW working on this? The schools are STILL closed because streets are not clear of tree debris and the buses can't get through!

Looked to me like a private company did the final topcoat.

That they did. It was Warner Bros. doing the paving.

But when Amherst College has a schedule to meet, the Town moves. It also changes its plans to meet the need.

Strange, you confused the phrase "town's largest employer" with "the only reason the town exists." Might need to hire a better editor.

Oh I don't know, Amherst College is the number one property owner in town--so I'm sure they would find something for folks to do, like they did back in the good old days.
