A template of possibilities

The Amherst Redevelopment Authority along with Town Manager Larry Shaffer and head planner Jonathan Tucker took a roadtrip on Friday as a fact finding mission for the proposed Gateway Project in partnership with Umass to develop the former "frat row" into a mixed use commercial development with high-end student housing, thus seamlessly connecting our downtown with the main campus.

Like Amherst MA, Hanover NH is dominated by one major higher educational institution: Dartmouth College. Although compared to Umass, their total student population of only 6,000 seems dowright intimate.

Interestingly Wikipedia describes Hanover as a "rural town." I found their downtown to be larger and more vibrant than Amherst town center. and I also noted a distinct lack of vacant storefronts and a lot of construction underway.

But their Town Room was spacious and well cooled. Town Manager Julia Griffin far left.

Perhaps because of the involvement by Dartmouth College, who owns a large stockpile of commercial property and housing for students and staff--all of it on the taxrolls.

Yes, downtown Hanover even has a hardware store, situated in a building owned by the college (actually the entire block) where the rents are below market rate because they understand that a lively downtown requires a good mix of offerings.

And they even have a hardware store!

And all of the soon to be proposed Gateway Project would be on the taxrolls.

The ARA meets this coming Wednesday night and we will discuss in open session what we learned on our one-day summer vacation.

ARA update

Yeah, we met again this evening (at least Town Hall is air conditioned) and Jeanne Traester was MIA, but the rest of us troopers reported for duty--that evil duty of development. And of course we four were outnumbered 2-1 by "concerned neighbors."

Former Amherst Redevelopment Authority member Nancy Gordon, who was elected to the ARA a few years back (when we were dormant) could not make the meeting but sent along a letter of concern. We are trying to schedule a "field trip" to Storrs, CT. to view "Husky Village" which is a development project along the lines of what we are considering for the Amherst/Umass Gateway project.

She writes: "Although I have never been to Storrs, CT, both my sons have so I asked them for their opinions of the proposed "model" being talked about in Storrs. Here is what they had to say:

Son #1: Although he had not been there often, he recognized the part of the Storrs campus being referred to, and he told me that he understood that was the area of Storrs where most of the student unrest has occurred. Is this perhaps "Hobar Lane #2?

Son #2 has been to Storrs on more than one occasion, I suspect in connection with his band, and he laughed when I mentioned the area. That, he said, is where "all the strip joints are." Is that what we want in Amherst?"

Back when I toiled in Town Meeting the ultimate boogeyman used to sabotage any zoning change was "gas station." Folks would "rise in opposition" saying if we change this zoning now for the current owner with this lovely plan to open a flower shop or veterinary clinic they could suddenly drop dead and some evil republican robber baron could absorb the property and turn it into a, gasp, GAS STATION.

Well I guess we've come a long way. The boogeyman has morphed from a "gas station" to a "strip joint." Heck, that sounds like progress to me.

ARA update

So the Amherst Redevelopment Authority met again last night and started with an Executive Session to discuss land acquisition. While I can't go into the details of that privileged aspect of the meeting, I can say the update was good news and that the "Gateway" urban renewal project is coming along faster than I anticipated.

When Umass turns over the 1.83 acre undeveloped parcel (formerly Frat Row) things will then kick into high gear. Although that is going to require the okay of the state legislature.

One of the many advantages of having a powerhouse senator like Stan Rosenberg is he can shepherd that kind of legislation.

ARA marches forward

With the Patterson property deal, the great White Whale of development, now dead in the water until the fall the joint Umass/Amherst Redevelopment Authority "Gateway Project" connecting the northern end of town center with the University moves up a notch on a very short shortlist as best hope for real development in town.

Much of the land (former Frat Row) is already cleared and graded and perhaps most important has the all important water/sewer infrastructure in place. The Patterson property on the other hand will require millions and million to extend those vital lines of development.

And for the first time in memory, the University actually came calling to the town.

Umass, Town, ARA team up for development

Thursday update: I live-blogged this last night and participated as an ARA member so please excuse the quirky writing style.

7: 30 PM
First meeting in forever: All 5 ARA (Amherst Redevelopment Authority) members are present, four members elected one appointed by the Governor, a quasi state agency with the power of eminent domain. Aaron Hayden, Jeanne Treaster, John Coul, Margaret Roberts and me (or is it I?).

First up election of officers: John Coull Chair, Larry Kelley Vice Chair, Clerk Jeanne Traester (the Governor's appointee who's term is up soon.)

Town Manager Larry Shaffer making a presentation: Concept of a "Gateway Redevelopment District" near the University of Mass. He's been approached by two large corporations who wish to build large upscale student housing projects ($80 million worth) and a luxurious Hotel project ($25 Million worth.) Umass is talking about increasing student population by upwards of 3,000 students.

Downtown is split up between a few heavy hitters. These new folks require 2 to 5 acres of contiguous property for their projects. UMass may convey property to the town (or ARA) the former "frat row" on North Pleasant Street, now just level open space.

ARA could bundle or assemble these properties for the developers. We want the property to be taxable, and close to the downtown so they provide business for our merchants. Grow our tax base (currently 2 billion) by 10%.

7:40 PM Town Manger wants ARA to be "lead agency". Actually had 2 developers talking about hotels--each requiring about 2 or 2.5 acres of property. Frat Row is 1.8 acres. Construction costs are at historic lows. He's been in touch with all the local heavy hitter (Jones family, Barry Roberts etc) but just can't "puzzle our way" through it. Too many property owners each with too small a piece of the overall pie.

Umass would give up Frat Row to the ARA, with conditions (about the projects undertaken). Umass thinks it will not be a problem to convey the property. Looking at taking a Sorority just north of Frat Row and the University Lodge (20 unit hotel owned by former ARA member Curt Shumway) just south, both contiguous with what once was the 4 rowdy frathouses to make for a larger contiguous property.

Private developers need the help of the town (to keep the NIMBYs at bay).

7:55 PM: Rezoning would be required: two thirds vote of Amherst Town Meeting...ouch!

8:20 PM: Jonathan Tucker (Planning Director): In order to go forward you need a plan and the state has to approve it.

8: 30 PM Unanimous vote of the ARA to "prioritize the Gateway Redevelopment District" as a near and present project.

ARA would shape the project and then put it out to RFP (Request For Proposals bid) and let the private sector do the actual project.

Next Meeting March 10 with Umass officials (some of it will be in Executive Session)

Pride of the ARA


Only in Amherst would a infamous activist call for the “abolishment” of an important state agency—the Amherst Redevelopment Authority—and then run a last minute write in campaign to win election to that very board.

Vince O’Connor wished to win a seat to orchestrate legislative suicide. In a letter to ARA members two weeks ago Planning Director Jonathan Tucker informed them of Mr. O’Connor’s citizen petition that “proposes to dissolve the ARA,” and went on to state: “Before undertaking any action with regard to this petition, the Town wants to understand the preferences of the members of the Redevelopment Authority.”

Anti-garage activist Nancy Gordon won a seat on the ARA (uncontested of course) two years ago, but the ARA has not had a meeting since. Pretty safe bet how Ms. Gordon would vote on the agency drinking that Kool Aid or who leaked the Planning Director’s letter to Mr. O’Connor.

My Blog post (“Vote early, vote often”) and three small ads in the Amherst Bulletin (costing $99.77) provided enough of a one-two punch to garner 67 write-in votes to Mr. O’Connor’s 18.

So now the ARA will not willingly vote itself out of existence. And with all the moderates who won seats in town meeting (60 out of 71 endorsed by sustainableamherst prevailed), it’s a safe bet Mr. O’Connor will be dealt another overwhelming defeat on the floor of Town Meeting.
